Im hoping to get some good summer time drag racing in this season. On my DD, its a NA v8 and willl run 1 to 1.5 seconds slower up here at 5800ft. Should I expect the same on the turbo supra?

If I remember correctly its 3% power loss per 1000 feet. With a boosted vehicle you can turn up the boost more to compensate for the power loss due to air density.

so 400 rwhp at 6000ft would be 475hp at sea level.

You can up the boost, so would that mean if I could only safely run 18 psi at sealevel on 93 octane, wouldn't I be able to run more than the 18psi on the same 93 octane?

Yes. Your cylinder pressure at Bandimere is noticably lower, which is why Denver pumps are 91. Unless there are two NHRA tracks at 5800 feet. But you need to fibure out how much, with a gas analyzer, or wideband tuning. Don't just crank it up.

The Turbo Supra will also run slower. The air density is lower. With electronic boost control, you can erase some of the loss, but you will still have loss.
