Valve shimming

Since the car is parked for the winter i decided it was time to check valve lash. I've got all the specs and procedure down but im still fiddling with this feeler gauge. Can anyone tell me if im supposed to base my measurements on the largest blade i can fit between the shim and cam lobe? Im somewhat confused because the intake side seems to be close within spec but the exhaust side seems to be way off. Its supposed to be at 0.25-0.35mm but I can force 0.40mm. Key word is force, I dont have to hit with a hammer or anything extreme. Just enough force to slide it between without bending the blade. It's not digging into the lobe at all but may have something to do with oil under the shims and the force required to squeeze it out. I just want to confirm if i'm doing something wrong or if it's actually that far out of spec.
