Vacuum check valve?

I popped my hood a couple weeks ago and noticed that there was a vacuum hose sticking out near my intake filter that had come loose when (what appears to be) a vacuum check valve broke.

So I went to Napa and picked up a universal replacement vacuum check valve and hooked it up with the colors (black half and beige half) in the same orientation that the broken piece had been in. I.E. the black side of the valve was towards the intake.

However, when I drove the car after replacing the valve, I could hear the compressor surges like a laughing hyena sound between shifts VERY loudly. It sounded like the BOV was not operating and the surge was bouncing back and forth between the throttle plate and the turbo. That is the best way I can describe it, but it certainly has never done that before.

So I tried switching the sides (as shown in the picture below) and now the wierd noises have gone away. I am posting this just to make sure I have it hooked up properly and also to make sure that the broken part is indeed a vacuum check valve. I have tried blowing in the broken part and it seems awfully hard to blow either direction as compared to the new replacement part. Perhaps it is clogged. Anyways, any thoughts are welcome.
