Sounds to me like you haven't bled the cooling system. The air in the system will give you false temperature readings.

I'm also concerned with the rust still coming from the block... I would suggest using a good quality radiator flushing agent in the system, followed by several system flushes from as many angles as you can (spray water into the heater core, head, etc) to get all that rust out. If you have rust floating around in your cooling system it can plug up the radiator passages and spell disaster for you D:

After its all clean then fill with brand new coolant and bleed the air. I like to disconnect the heater hose that goes to the heater control valve and hang it up a bit- it lets a lot of air out of the system as you fill it and makes the job easier for you IMO. :)

Well, unless you have nuts and washers was on the pulley, you can't drive the water pump without the fan installed.
There are other issues with this car, I suspect... rust in the coolant, no fan, wonky temp gauge...things seem quite a bit off.

1- You need clean coolant in the car (no rust at all)
2- You need to bleed that air out of the cooling system. (I already suggested to remove the upper heater core hose to help bleed air when filling) Then just run the engine and rev every once in a while to jar the air out
3- You need need need a cooling fan that works, as well as the drive belt on the water pump pulley (the original clutch fan holds the pump pulley to the pump)

To help you we need to know what you've done to the car, as well as what is and is not attached to the engine. Help us help you!!

Oh, that's ok to leave that fan out if you aren't using your AC. I'd go with the previous procedure to make sure the cooling system on your car is good to go. (see post #4) Good luck :)
