Should I retard the timing?

I have heard it said that for every 2 lbs of boost timing should be backed off
1 deg. Does this apply to the 7MGTE or is the ECM able to adjust for the change?

Currently running 3" pipe, K&N, MBCV, Bosch BOV

With your mods you shouldn't mess with timing yet. The car runs pretty rich in stock trim and still rich through many mods. You shouldn't have to worry about timing anytime soon unless it is already off from it's base setting.
