Question about European twin turbo MKIII spare tire

Okay, can someone tell us why the spare tire on the European twin turbo MKIII's doesn't fully fit within the rear pan? I had a 1988 Alltrac Turbo Celica and the reason the spare tire was raised up beyond the normal level was because it was an allwheel drive. Do the European cars have larger gas tanks maybe? That's the only thing I can think of that required a little extra room that necessitated raising the spare tire up a few inches.

On the US car the spare doesn't even fit within the rear pan. That's why we have the wooden cover over it which makes the rear carpet lay flat. Some non-US supras don't have this wooden cover, and instead have a molded carpet which has a bump to fit over the spare.
