Parking Lights not working

I've had this issue for the longest time: The first click on the light switch (which I presume is the parking light setting) does nothing. I have to click it one more click to get the exterior lighting to come on, and I get gauge illumination along with it.

What's the best way to troubleshoot this? I've checked my fuses and they all look ok. Could I have a bad relay? How would I go about checking out the lighting system to find a solution to this problem?

I really don't think it's the switch on the stalk because everything else seems to work...the headlights will even stay up like they're supposed to when I go from the "headlights/all lights on position" to the click that should be parking lights, so I'm 99.9% sure the connections within the switch on the stalk are intact.

Thats how it is.

first click on: nothing
second click on: parking lights on
third click on: headlights up and on

first click off: headlights off, but stay up
second click off: headlights still up, parking lights off
third click: headlights down

Really? I could've sworn that the first click used to be exterior lighting only. If this is in fact the case, then I've reached a new stage of Supra ownership: I'm to the point where I'm imagining up new problems with the car.

It even states that in the owners manual, but that only helps if you have one :p.
