No Spark on Re-built Motor

Just finished rebuilding the motor and am not getting any spark. I am not very knowlegable as this is my first computer car to work with. I have run the tests on the coils, cam position sensor, and igniter. The igniter test was the only one with no results but i didnt use an analog ohm meter. Can anyone let me know if im barking up the right tree?

i CHECKED IT WITH A SCREWDRIVER IN THE SPARK PLUG WIRE TO GROUND AND ALSO GROUNDED THE SPARK PLUG OUT OF THE MOTOR HOOKED UP TO THE PLUG WIRE. I DIDNT SEE ANY SPARK. I HAVE POWER TO THE COILS AND RESISTANCE IS WITHIN SPECS. RESISTANCE ON THE CAM PSITION IS ALSO GOOD. THE ONLY THING I CAN THINK OF WOULD BE THE IGNITER. THE PREVIOUS OWNER REMOVED THE CHECK ENGINE LIGHT BULB, SO I AM GOING TO REPLACE THAT AND CHECK FOR ANY CODES. I DONT KNOW IF THAT WOULD KEEP IT FROM GETTING SPARK. IF ANYBODY HAS ANY IDEAS OR EXPERIENCE I WOULD MUCH APRECIATE SOME ADVICE. THANKS

there is 4 ground wires under the manifold 2 brown 2 white with one connection that gets bolted to one of the manifold bolts.
