No, it was never an option. Can you turn your fog lights on when the low beams are on only? Or can you turn them on at anytime without the head lights being on? It is a possibility that the previous owner did the mod.D34DC311 said:

When I get my new Supra I think this will be the way I'm going to re-wire my fogs. On the my '89 I just spliced them into the driving lights so they were always on when I had lights 
I did it to my 87 today. The wires were differnet colors than the 89+. It really wasnt all that hard except for the fact that there is no room to work with. Now I have fog lights whenever I want.
