How to adjust foglights?

Well today I replaced my foglight bulbs and noticed my passenger side foglight was angled higher then the drivers side. I tried to adjust the passenger side with the two bolts that are shown when the foglight is removed but loosening or tightening the bolts had no effect on the angle of the foglight.

My question is how do I adjust the fogs?

I have to think back to when I had the bumper off, but I believe you have to pull off the lower splash shields to access them from the backside and they have adjusters similar to headlight adjusters.
