Fuel pressure/regulator ?

When I bridge fp & b on the diag plug it seems to be pumping fine. When I pull the jumper out and shut off the key, should the fuel system be under pressure? If it isnt would it be safe to say the reg. is no good? When I turn on the key(no jumper)I dont hear the fuel pump or get any spark. Needless to say the car does not start. Any help on this?

The fuel pump does not run (no jumper on B+ & FP) unless the car is being started or the engine is running. It's likely your problem lies elsewhere.

Try getting someone to start the car while you wiggle the wires to the CPS leading to the connector.
