Can a faulty or bad starter drain a battery? An added voltage gauge shows that it sits at 11.5 volts,but wont start!

No, it's not the the starter. Could be lots of things including the battery itself. Measure the parasitic drain and report back.
Do what jetjock said. Put a meter in between the ground post of the battery and the ground strap. Make sure the doors are shut and everything is off.
