crazy fan clutch

ok other than being crap, what would make a clutch fan work in reverse of the way it should. When the car is warm sometimes the dam fan will be just be free wheeling, and temp goes up. At other times like last night when its 60 degrees out, the dam thing wont shut off while driving, its blowing like hell and over cooling engine.

why would it do this aside from being junk, its not old, only a few months old. Its a pep boys deal though so maybe quality is an issue.

When the temp is cold, the silicone gel inside thickens up, and fan turns alot. When radiator warms up, and warm air warms the gel, it allows fan to slip.

When radiator gets real hot, a valve in the fan clutch closes off a passageway inside, and fan pulls alot of air.

Idea of fan clutch is to allow little air flow during normal operation, which places less load on motor, so better gas mileage, and HPs.
