Charcoal Canister Questions

So i was fixing some corroded wires under my fuse box, and i disconnected the battery to be safe. A Few moments later i heard a noise coming from my charcoal canister. I finished, put everything together, and then my car wont start. It cranks, just seems like its not getting fuel, i rewired everything fine. Now

i spotted a rod coming from the main body and it was supposebly connected to the bottom of the charcoal canister, i was under the impression that it was supposed to stay free and grab air from outside? Why would my rod have the other half of the hose that tore? Ive seen BSV lines run from the canister, down into another pipe near the AFM and into the housing? Mine splits into a boost hose and the other into the PCV pipe near the 3000Intake.

The main question is i want to keep my canister open, however whats the hose sticking out of my car for? Its directly behind the whole turbo and 02 sensor areat. Thanks:1zhelp:

This is where my hose splits, i think its just modified for the Boost Controller but since i was not the one that put that in and got the car like this i wouldn't know if this is all correct.
