A.R.P (Am Really Poor) Overkill or not?

Ok...at this stage of our build, we need to start harboring some parts. Like Jesse said "We could Overnight parts from Japan..." Not likely. Reading up on these ARP Stud kits. I can see where it should be a no brainer for the head with a Metal HG. My question is are ARP Main studs and Rod Studs Overkill if your engine build / mods will yield less than 350hp? Or at what point do you worry about going with ARP arsenals?? 260hp etc?? I can see some saying "Gettem Now and don't have to worry about the build up later.." Which I may consider..
The reason I am asking is as I mentioned in my other thread we aren't trying to build a Monster just yet, but it would be nice to have the monster claws "In Place".
Goal is Just a nice tight Stocker with a few upgrades on a budget. I know most of you guys will go to no end with hardware and pull out all the stops. I can do that too, but it would take me alot longer to build since my silver spoon is really silver plated and I don't sh!t gold bricks yet. :biglaugh: My plan is to go with ARP head studs, Metal HG (i have a question about that too...) Clevite Rod bearings and Mains. Now the oil pump counter shaft bearing...does Clevite make the bearings for it also?
HG- Does Toyota carry this metal HG or is HK$<----yeah $$$$! the best alternative? I guess thickness of the HG will determine if the head has to be shaved or not and how much Boost you plan on having an figuring your Comp ratio....so that's on the back burner for now. But, as I go from corner to corner with my sign, "Homeless, need money for Supra Build" we will buy and stack them boxes until we have all the parts to complete the build...
So do the stock Head bolts stretch over time? Loosen up? Whats the deal with the stock headbolts? Re torquing doesn't help? IS ARP hardware Grade 8 and Stock bolts Not?
