7M Alternator pulley.cant get off ??

I've tried everything.Theres the big nut,and then theres a smaller bolt outside to lock the nut.I tried clockwise,counter clockwise.Ive now come to the point where ive more or less drilled out the outer bolt.Still cant loosen anything...

Anyone know which way loosens what?
