'67 Vespa emissions help

I haven't posted in forever, the supra has been running great ha. However, my buddy bought a 1967 vespa 150cc 2 stroke and we are having a hard time passing Az emissions.

It failed on carbon monoxide barely, baseline is 5.0 and it read 5.5x while the hydro carbon was way under the baseline. I have no clue when it comes to carbs so I was at a lose. I've been reading and everything is pointing to it running lean and needs to be richened up. Do you turn in or out the air/fuel screw to richen?

Then, do we adjust the idle too? Should the idle be set fast or low or doesn't really matter?

He wants to get it to pass not cheat it so we are trying but it costs 20 bucks for the 1st test and you get a 2nd test at no cost then repeat, so it adds up fast.

High CO means its running rich. The carbs i have dealt with (witch does not include a vespa) you tighten the adjustment screw to lean it out, and loosen to richen.

There should be a spec for idle, idk.
