Strut bars' primary function is to reduce chassis flex. In a targa top/convertible/t-top car, this is more important as the chassis will flex more. In a hardtop, the chassis doesn't flex as much. An anti-roll bar will reduce roll more than a strut bar will ever be able to.

The targa will always shimmy itself loose. Just retighten them every now and then.
