When I asked Curt Aigner at Elmhurst Toyota, he said starter rebuild kits were only available for MKIV's and that it is cheaper to buy a remanufactured starter than to rebuild it yourself. Keep in mind that this is the dealership talking, but he's usually a reliable source of information...
Note that it takes about as long to remove the evaporator from behind the dash as it does to remove the rest of the A/C system. And then you end up with a good size hole in the firewall and an evaporator that looks much heavier than it actually is.
You can get to all the headbolts with the cams still on there, but you might have to turn the cam gear just a bit to get to 2 or 3 of them depending on how the cam is positioned. Then just be careful when you are setting the head down after it is off, so you do not bend or damage the valves...
