Did you just do engine rebuild with old turbo? or rebuild turbo also? Make sure it is smoke and not steam. I just blew a head gasket and it looked like white smoke but was thick steam. Could have an internal coolant leak on turbo. You can eliminate that by pinching off coolant lines for testing purpose only would not reccomend spooling turbo without proper cooling to it.

How do all your pcv hoses look? i dont think a leaking turbo would show oil on the inlet side? Maybe wrong but i am used to seeing oil on charge or hot side of turbo, from bad seals. Inlet i think is pcv related.

trace amounts of oil inside the inlet hoses is common.. not something to flip out about. I will say your turbo is leaking oil. but suspect the white smoke is getting burned off from a leak some other place.. if your turbo was leaking the oil it would be a bluish color coming out on Deceleration. this thread had some interesting comments that sounded like your particular problem
