my dad lowered the warmup rpm on his '96 T100 from ~2100 to ~1300, and I told him (im driving it til i get my supra running) that it doesn't get out of 2nd gear for awhile, "awhile" depending on how cold it is outside or how little time I let it warm up. If I press on it to go past 3k, it'll always shift to third, then it'll stay there for a little longer. So I always thought that the truck is trying to get warm.

Every Modern Toyota Equipped with ECT will do that until operating temp reaches 80 degrees Celcuis.

Your dad should have just cleaned up the Idle Speed Control Valve. ;)
