TPS and Throttle valve

Can someone confirm?? for a 7mgte (or 5mge, for that matter)
Shouldn't the throttle body butterfly valve be shut tight in the idle position?
I got another throttle body to clean and use as a replacement for mine and it isn't shut tight.
Neither the 7mgte nor the 5mge TSRM are clear. It is almost implied when talking about setting the TPS and using the feeler gauge at the throttle rest. But the 5mge TSRM has a confusing (to me) reference to making a template to use in setting the TPS.

I believe it should be, because thier is a seperate hose that bypass's it to keep your car idling.
