I can not get any reading on my ohmmeter when I turn the TPS. I have set the throttle stop gap and then try to adjust TPS, but the needle doesnt move at all on the ohmmeter. Please tell me what I'm missing...

You have the right pins?
You have to look at the tabs on the outside of the connector to make sure there not flipped. I think on the gte the picture is upside down or something like that.

Yes, I made sure I was on the right pins, which are reverse from what the manual shows (IDL and E2)
