this is dripping water on my downpipe what is it?

So I've noticed that sometimes a cloud of smoke will intermittently come out from the sides of my car. It's not oil and I don't seem to be losing coolant. Checking under the car I've noticed a protruding pipe that is dripping water and I believe that to be the culprit hitting my down pipe under temp causing the smoke. What is it?

If you select front windshield defrost setting on the Climate control, the A/C will automatically run as well to speed de-fogging.

It's dripping when the car is off. I do have automatic climate control on with ac on all the time.

I positioned the pipe to drip away from the downpipe and that fixed the problem, but I'm curious as to why that started to drip and steam off out of the whole time I've had the car
