targa top holds water then leaks when stopping?

all the seals around the targa were replaced about 4 years ago and are in great shape. I wiped them down with silicone twice since i owned the car (about 3 years) but whenever it rains or wash the car I can hear water sloshing around like its in the targa itself. it doesnt leak at all unless i break hard then it comes in the front corners like a hose. I was tempted to just silicone caulk the crap out of the outside, but wanted to see if anybody else had this problem and what they did to fix it without new seals? if there is something easy I can look at or try instead of spending $200 on new seals I'd like to try that first. If i do have to get new seals I was thinking of paying the toyota dealer to install them that way when it still leaks I wouldnt have to pay for another set and to try and fix it again.

you could re-use the old ones? im scared of breaking something prying them off or scratching the paint causing rust down the road. how did you go about it? any pictures?

You might be able to, but I doubt it. There are 3 or 4 screws underneath the weather seals that have to be removed in order to remove the rails, so I ended up destroying the weather seals to get to them. You'll probably suffer the same ordeal.
