Who cares if it doesn't make power low end, up top is where it matters. If you are racing and you know how to drive the only challenge is staying in the powerband. There is no doubt that if he can put down 701rwhp he can drive too. 
Even drag racing from a stop, people do it with even bigger setups and msd while still retaining a manual transmission.
4.30 is great if you can shift and put the power down, although not so great if driven on the hwy a lot.

This is the same guy who has won at least a couple drag racing events at the TX2K meets. He's had that engine in that car for quite a long time.
