I can't blow through it, from the accordian hose side in, but if I blow from the intake side through, the air is just coming out of the nipple that the vacuum signal goes to! This leads me to think it's not opening... any comments?

True, it is a BPV, but that's neither here nor there. Certainly doesn't answer his question.
