Problem with axel and new hub

I have install a new wheel bearing and bought new axels. so I put everything together and bearing spends freely but when I have the seals installed and put new axel in and tighten axel nut its like it gets seized up and wont spin. but if I pull the inner seal out and re enter the axel and tighten the nut the hub will spin. seems like the axel is rubbing against the seal and causing it not to move.

this is the axel when I bought the new one I noticed the dust shield was not on the new one like the old axel did guy said that wouldn't need it and would just mess it up if I tried to take it off so thought nothing of it but now wondering if that shield keeps the axel from hitting the seal.

here is the hub with seal installed and will spin but when axel is installed and nut tight will not move if seal is removed and axel installed bub and axel will move free.

I checked the seals to make sure they are the same and they are
