power steering second vacuum source

According to the 7mgte vacuum piping: http://www.cygnusx1.net/Supra/Library/EPC/291220/catalog.aspx?F=1708&P=6

the power steering seem to have two vacuum sources, the first being the accordeon hose, the second being the intake manifold.

Why does it need the intake manifold, couldn't those two go to the accordeon hose with a Y, could I plug the second one?

I don't have the metal pipe going across the front of the engine, I would have to make a hose that goes above the engine to the intake manifold only for the power steering

The pipes to the pwr steer are an Idle up when it's at full lock so it doesn't stall, the pipe to the intake is acting like the Idle control and providing the engine with more air simulating cracking the throttle.
