Power steering pump differences

Looking for some info regarding power steer pumps, my car has pps fitted but I am not sure if its just the rack that's different from the early cars or the pump as well.
At the present time if the car is at idle 650 rpm the steering is super heavy but if I bring the revs up to around 1200 rpm the steering goes light. When I got the car the steering fluid was really bad, I have done a full fluid flush but this has made no difference. I am thinking the vanes in the pump are probably worn at this stage unless anyone else has some other ideas.

Thanks IJ , so I can use a non pps pump on a pps system as long as I change the pulley? Do these power steer systems have any known common faults?

Thanks, I will throw a better cooler on it when I replace the pump, it has the factory unit but in its current location I cant see it doing much.

Yea they thought harder on the 90+ supras, I was working on one the other day and noticed the little bent pipe has a cooler integrated into it, I guess they notice the bend pipe kind of a dumb idea
