Part needed 17650

Well was looking at some things under car last night and noticed that one of the nipples is broke off the fuel pressure up vsv(the nipple that is near the engine). This part number is 17650 on the vacuum layout- This may be why the car is having issues starting and running really rough. Anyway can anybody tell me the correct name of this part and where can I get a new replacement. Will one work off a 2j?

2j one appear's to be the same.it's bolted to a pressure tank under the intake plenum.part # is 90910-12108 for the 1jz sensor

So what does this part actually do as I have read that it is connected to the charcaol can stock and from other threads it controls fuel somehow- Is it necessary when running stock(chaser)ecu?
