new rebuild, not even a crank?

hey guys I have an 87 supra mk3 with a 95 2j swap. my motor is back together after throwing a rod but she just won't start, I can't even get a crank. I'm getting 12v from the starter and 14mv from the sensor. I have a 7m harness that's been modified and ran fine before. My maft pro i'm currently on is recognizing the tps, o2 sensor, fuel, it basically sees quite a bit but when I turn the key I just get a whirrring sound from my fuel pump. Any idea?

Does the small connector on the starter get 12v when cranking?

If so then your starter could be bad. If not you have a wiring issue.

The larger wire gets 12v and the smaller gets 14mv. It worked fine when it was driven to the garage though so i'm wondering if it went from sitting.

Put 12v to the small plug on the starter and see if it cranks.
