J tube?

Why does the j tube have just a pinhole in the one end?
What is the purpose of this, and should it be drilled out if the car has any performance mods?

pretty sure its a fail safe for the fuel pressure regulator. incase the reg goes out it is enough to keep some fuel pressure to get home.

The J tube usually gets ditched or drilled when an adjustable fuel pressure regulator gets added to the system. Don't want a restriction like that in the system when running above stock fuel pressure.
