how to check the iac "idle air control valve" for power?

whats the amps or ohms the idle air control valve should have and what color wires should be power??? when my car is running i disconected the iac and thers no difference so im guessing it the wiring cause my iac is brand new
please help thanks alot

The two middle pegs in the clipp should each have each have twelve volts
