High idle/ no acceleration

My son just picked up a 87 non turbo has over 140,000 on car engine has been rebuilt by a shop how good ?, engine seems run good no smoke at all but has no power, slow acceleration and we cant get the idle below about 1200rpm we tried every idle adjustments we could find but did no good.
Anybody have idea on what we can do next :3d_frown:

Do you smell rotten eggs or sulfur anytime while driving? When was the last tuneup done (plugs, wires, cap, rotor)?

just last night we changed the plugs, rotor, etc. dont know about any smells
