if the red line is supposed to be a hint at what your asking us to identify, id have to say that its your power steering rach and the dust boots that cover the inner tie rods. you take that out, you better have a way to turn that car.

i have a early 89 and dont have it. i even called the guy i got it from. he never messed with removing any steering parts. try changing the pic and use a arrow vs a red line. maybe zoom in on it if ya can.
I have one. Yellow 13's cars have em. Its a Pre 89 thing. Go check parts listings. Only listed for pre 89's
