Heater doesn't want to work

my heater hasn't been working for a while I thought it was the heater control valve i finally got around to installing one. It didn't help but it does blow hot air when I turn it up to 85 degrees. So am I looking at replacing the heater core or is there something else I need to inspect?

If you by pass the vsv then feel the coolant hoses. If the hoses may have air in them, then they should be cold. I just did a coolant flush and I had air in my system and after 20mins later and giving the motor some gas then I had hot air.

sorry i'll be more clear if i crank it to max (85) it will blow hot air, when i'm driving it fluctuates though. if i take it to 84 and below ice cold air.
