Picture is worth a thousand words.
The bulb and be replaced twice, and I've run though about 30 fuses. Any ideas?

It's going to be a wiring issue. A headlight is a VERY simple circuit. One ground, two leads for the beams, one high, one low.
Due to the moving nature of the pop up headlights, the wiring on these tends to get jacked up.
Get out a volt meter and start tracing wiring.
