Should be easy enough to install. I'm sure Home Depot, hardware store, would have what you need. Drill, carbide bit, hooks, concrete anchors to mount the hooks. Shouldn't be that hard.

You might give some consideration to setting them so they're recessed, but yeah, shouldn't be too hard.

These should do pretty much whatever you want. They also sell all kinds of straps, clips, and whatever else you may find necessary.
To bolt them down, use a double expansion anchor like this:
http://www.confast.com/products/double-anchor.aspx Using the 1/4" bolts in each mounting hole for the bracket should be more than acceptable.

In enclosed race car trailers, they usually use a winch to pull a car in. It would probably be easier to push the car in with some buddies, or a car with a similar bumper height and an old tire in between, then to try to pull it in.

I missed the part about using them to pull the car into the garage... I think they'd be quite useful for securing the vehicle while working on it, but i agree there are probably earier ways to get it in the garage (like mounting a winch to the floor!).
