customer came to me asking if i wanted to redo some work on his block replacing everything and hitting it with some ceramic coating. He brought it to me last night. (he brough the entire motor) One problem is i was just inspecting everything and it appears(sp?doesnt look right) there is oil leaking out of the freeze plugs. I automatically am assuming their is a cracked block am i correct? there is no oil flowing down to the freeze plugs i cleaned up everything around them and there is oil leaking out through the workn freeze plugs.

The freeze plugs on the block seal off coolant passages...there should be no oil "leaking".
If you replace the freeze plugs, use Toyota OEM...aftermarket have a tendency to blow out.

I would have that block magnafluxed for cracks before spending a penny on it.

You never, ever want to ceramic coat a block or head.
