flooding driving me insane

okay so my 1988 na floods randomly. it only happens when i turn it off after it is running at normal operating temp. i go into the store and come back out, it starts no problem then it idels really rough. up and down the tach between 1200 and 0 rpm until it stalls.
i have to floor it to remove all gas from the cylinders then it idels fine. to my knowledge it sounds like leaving the choke on the carburettor on a snowblower. my mechanic says it might be a vacuum leak but i dont think so. maybe the fuel injectors are leaking a little while its off? any ideas appreciated

its possible but that doenst make sense. i tried to make a vid but of course it didnt do it this time. but im hoping its a sensor with a weak signal. it'll be so much easier to change than something mechanical
