Emissions help

I have been trying to pass emissions and I just can't get my CO to drop below 20. the lowest i could get it is 28 any one got any ideas? My mods are 3 inch exhaust from elbow, high flow cat, and greddy type rs bov.

12 bottle dry gas get it through the system

timing retard 5 deg

quarantee passing with flying colors

trust me i got 3 supras

I heard today that all of ohio is gonna be getting rid of testing I already live somewhere that doesn't have testing but hey. Everybody should just move here and then we could have a supra meet every day! j/k.
