Dumb Fan Question

What is the name and purpose of the fan behind the intercooler, and in front of the radiator. I'm asking becuase I just noticed a rag jamed in it. I've never seen the rag before and I have my car for 2 years now.

It's named "Bob" but mine are Bill and Ted because they're aftermarket non Toyota fans......

the Rag is bad unless it's a JDM rag.
