The hardest part would be making the flange and the elbow since she is just learning it might be a bit hard for her but give it a shot. You would need a 1/4-ish inch plate for the flange and a torch or plasma cutter to cut the flange or you could buy the flange from some one here and 3" mandrel elbows that how I made mine .

I would use a minumum 3/8" for the flange, 1/2" would be better. What kind of equipment is she using? If it's tig or mig then it's pretty easy. Stick is a bit harder on thin stuff but doable. I managed to weld my IC pipes with a little AC stick machine but it wasn't fun.

Be careful with the fumes from aluminized tubing....really nasty stuff.
