CT-26 center clamp loose

I recently bought a used stock CT-26. When I got it, I noticed that the clamp around the center of the turbo was loose. (see attached image, from EPC) One of the nuts was missing.

Obviously I need to tighten it back down before putting it on the car, but I'm wondering if there are any problems that this could cause that I should be aware of? Do I need to check whether the two halves separated a bit? (is that clamp the only thing holding the two halves together?) What should I torque it to?

I just wanted to make sure I don't do something stupid. Thanks for the help.

Prior to me buying my 90, it was missing the clamp. The then owner got a clamp and installed it, no problems noted. That was about 3 years ago.
