Check Engine light wont light up.

I have a 1987 toyota supra with a 7mge auto to manual conversion. Still using Automatic electronics.

It simply wont start. so ive done hours and hours of research and tinkering. All the way from neutral safety switch wiring to grounds for the ECU. I wired the plug on the engine harness that goes to the automatic transmission, I put the black and white together. Its supposed to trick the ECU into thinking its in park. (Its the 3 plug with a BLACK, WHITE, and BLUE wires)

I searched somewhere and I found that if the check engine light wont light up when the key is in the on position, there is no power to the ECU. Is that correct? If so how can I restore power to the ecu?

I have checked the grounds on the intake manifold, ive got power to windows, headlights, dash lights, main relay clicks, no blown fuses.

the starter is good but will not click or turn over when turning the key to start
