Blow Off Valve Not Working On Stock Twin Why?

I just did a 2jzgte swap into my mk3. I installed a HKS Super SQV4 Blow Off Valve but no sound. Once ever blue I get a whistle out of it. Can it be I need to change to a different vacuum line? Any suggestions?

Where do you have the blow off valve located on your intercooler piping?

what are you using as a source of vacuum?
