Best way to clean rust/tape residue off paint?

I want to know the best way to clean the residue left on my paint from the old 87 moldings that were rusting. The rust isn't from the metal of the cr, it's just on the paint from the metal backed moldings. There is also pieces of the double sided tape foam left which seems very stuck on. What can I use? Is CLR too strong for the paint? I figured it would get the rust off, but I do not want to ruin the paint.

Goo Off for the sticky stuff and polishing compound for the rust stains

Pb blaster is the wrong application. It's only to get rust stains off of the paint/clear coat from the moldings, not to free up parts due to rust.
