Cold start inrichment is handled by the ECU, by reading engine temp.

Do you have the correct thermostat in it ?
Did you put one of those eRip 'performance moduals' on it ?
(the ones that fool the ECU into thinking it's colder than it really is)
Is your temp sensor within factory specifications ?

1.thermostat is stock
2.not performance modules, stock.
3.don't know about temp sensor.

The 7M has a step motor Idle Speed Control Valve (ISCV) that is ECU controlled based on start, coolant temp, AC operation and alternator load. It steps full open at engine shut down and is not user adjustable. It would be helpful if we knew what the problem is or what it is you want to do.

the engine idles high to long upon cold start up (say 7min on a 85deg day)
i want it to to not high idle as long as it does. i don't think it should take that long, compared to all other cars i have.

Need to be more specific...what RPM is your "high idle". What RPM does it drop to when it warms up? Unless you provide details, there is absolutely nothing I can tell you to do.

1500RPM "high idle" and drops to 700RPM after 13minutes on a 80deg day.
everything turned off.
this is to long.

compared to my sons 88 non-turbo supra, my supra can take over 15 minutes to idle down.

I discovered the problem, it was the ECU water temperature sensor. I checked with an ohm meter and reading was not per spec.

the engine now idles down as the car warms up after just a few minutes.
