89+ Front lip install question

I am trying to install a new front lip on my car and the left and right retainers are not going through the three holes and I am wondering if anyone has an underneath view of their front lip or how to install it.

On mine the corners at the wheels I had to use a nut and bolt. But the rest of the way around I used metric bolts that just screwed in to the curent threaded holes. Are you missing the threaded holes for the bolts???? I am also assuming this is a stock lip????

Yep it is a stock lip but the problem is the retainers which are brand new also are not lining up with the holes and the only way to make it work is to only put two of the three studs through the holes. Any underneath pics of a properly installed stock lip will tell me how.
